A conservative approach to recovery would have been no run and a rest. So today with a more aggressive approach it was a very steady run but over all of the hills I have found around the Bay. Not sure if a tough hill course run slowly equates to a recovery session.

Does a tough hill course run slowly equal recovery? Good question. I would say no. You are going to be stressing your legs harder than normal going both up and down. "Harder than normal" is not a recovery run.
A few gentle hills would be ok.
